Capability based-assessment can be initiated by any Department of Defense organization, or it may be based on an approved Joint Concept, a Concepts of Operations (CONOPS), or an identified operational need.
In addition, this analysis is meant to identify, validate and prioritize capability gaps, determine the attributes or standards of the capabilities, identify and assess potential non-materiel solutions, and provide recommendations for addressing the gaps.
